To fix that issue you have to try this :
click the server unavailable text and type the following
Order thereisnourflevel
Or try
1. clearing your cache.
2. rebooting your computer
3. rebooting router
If the problem continue and you keep disconnected from PVP net.
You can try disabling your firewall in the following guide you will see how to do it in each windows version :
Windows XP :
Click Start
Click Control Panel ( as if control panel is in category view )
Click Security Center
Click Windows Firewall
Click Off
Click Advanced tab
Uncheck your network card
Click Ok
Close the security Center
Ignore the security warning you are now getting
Click Start
Click Run
Type in services.msc
Click Ok or push the Enter key
Scroll down the list and select Windows Firewall
On the top left of the window click Stop
Close all open windows
Run LoL using the shortcut created by the installer
Windows vista and 7
Click Start
Click Control Panel
If Control Panel is in Category view, click Security Center,
otherwise move on to Step 4.
Click Windows Firewall
Click Advanced Settings
Click Advanced tab
In the Overview section locate and click Windows Firewall Properties
In all 3 tabs (Domain, private, and public profile) do the following:
Set Firewall State to Off
Click the Customize button next to Protected Network Connections
Uncheck your network card
Click Ok
Click Ok
Close any windows you opened
Ignore the security warning you may be getting
Click Start
Type in services.msc
Push the Enter key
Scroll down the list and select Windows Firewall
On the top left of the window click Stop
Close all open windows
Run LoL using the shortcut created by the installer
Windows 8
Hit the Windows Key
In the Search field, type in "Windows firewall"
Click on the Windows Firewall option under Control Panel
Click on Turn Windows Firewall on or off
Click on Turn Off Windows Firewall (no recommended) under the network type
responsible for your internet connection and click OK.
